You can freely download and install the Standard Version without having to worry about license costs. The standard Edition is licensed under AGPLV3.

Enterprise Edition
The Enterprise Edition brings additional modules that extend functionality and security of your file sharing solution. You’ll need to install a license key to use ownCloud Enterprise Edition. It is possible to purchase Add Ons that extend the functionality even further.
